sky conditions and limited sunshine. cool, high temperatures will only be in the mid 50s this afternoon. chilly start to your day and cool this afternoon with highs in the mid 50s. definitely bring a jacket as you head out the door. that's a look at weather. let's look at traffic. >> all right. once again the current sky fox joining us in virginia giving us a bird's eye view out there. accident on i 95. that accident activity has been cleared. our lanes are open. let's take that shot. slow go northbound continuing up towards that accident scene. we'll take it inside. the accident activity cleare here on northbound on i 95 but traffic will slow again leading route 1 towards the parkway. back inside, a lot happening on the roads again this morning. very much a busy commute with accident activity. two car fender bender tying up the right lane.

that's how it rolls from branch avenue towards the bridge. minor fender bender at east capple street. northbound kennel worth. stay to the right in order to get through. and wrapping up with a car fire. rescue units on the scene. between 424 and route 3. that's a check of your fox 5 on time traffic. >> officials continue to investigate what caused a large warehouse fire in northwest dc overnight. >> the fire started late last night between mors and 4th streets. melanie is live at the scene now with the latest on the investigation. >> reporter: good morning. that clarification is really important. we are talking about the old union terminal market. it is the brick building that you can see above the white parts of the building. this warehouse dates back to 1931.

but it is not the new union market that opened up fan fair about a month ago. we want to be clear on the difference between the two buildings. the other one is not far from here. we can see smoke coming off the top of the building. that is steam which just goes to show you how intense this fire was last night. we were able to catch some of the scene last night when things were really getting going. firefighters got here around 10:30. and they went in to the first floor and then things got a little dicey you might say. because it is a warehouse, it can be a very high risk situation. here's what the deputy chief had to say about that. >> warehouses are dangerous for a lot of reason. one of them is they are kept secure. they are

hard to get in. the second thing is that there's a lot of materials to look in a very small space. if a fire does start, it can spread very quickly and that appears to be what happened here. the fire spread quickly and very challenging to put out. >> so what they had to do was evacuate 50 firefighters. it was 15 very tense minutes until they got them out and reassessed and attack the fire from the outside. just until about 3:30 in the morning to put it out and get it under control. they had everything locked down and waiting for day lights to get investigators in there and figure out how extensive the damage is and what caused this fire. >> thank you. >> we are still following sandy's aftermath up and down the east coast. the storm is blamed for more than 70 deaths and more than 6 million people are still living without power. there's some small signs of

progress in the hard hit new york area. jfk and newark airports are open. and limited subway service began this morning. new york city police officers are checking cars coming in to new york on the four bridges over the east river. this was the scene at the brooklyn bridge. in an effort to cut down on gridlock. cars had to have three people in them in order to be let in to the city. >> we talked about progress there in new york city. but just a little fwurt south new jersey still a disaster zone. >> going to be a long road back for an area dealing of floods, fires, no food and toxic water. joins us live with more, good morning, jennifer this is a smal summertime beach community. beloved by the people and families coming here for decades.

the national guard is in this community as we are. take a look at what is left behind. when sandy hit here, hit with such force. looking like a series of hollywood explosions. sending the floors into smitherines. beginning today, residents and businesses will be able to file for federal assistance. but everyone knows this is one small step on a long road to recovery. >> president obama spent part of the day wednesday getting a firsthand look at new jersey areas ravaged by the storm. the state has 127 miles of shore line. most of it left in shambles. >> it's caused a lot of devastation. a lot of people are going to be out of work. there's going to be a lot of work. it was bad. it was real bad. >> the president, the governor

and other officials assessed the damage. assured the state of the government's support. >> what i can promise you is the federal government will be working closely as possible and we will not quit until this is done. >> the state has several coastal areas that fuel $35 billion tourism industry. board walk inside ruins. the damage striking a cripple blow to the state's economy. >> all the fun time pier, nothing is left. all the rides are torn down, everything. >> the damage is minor compared to the things that are irreplaceable. >> if you look to your right, to your left, those are the things that can't be replaced. >> we did see ghosts and goblins inland yesterday. the governor has rescheduled halloween to monday. back to you guys. >> thank you.

>> tragedy struck during storm recovery efforts at home. a contractor was killed when a tree fell on him in home wood road yesterday afternoon. two ambulance strike teams from maryland headed out to new jersey to help out with the recovery effort there. the crews are going to egg harbor township. each team consists of five ambulances and a supervisor. patient evacuation ands 911 emergency responses. three days after sandy. our region is just a few outages. most in northern virginia. that is welcome news for people dreading days in the dark. a little later we're going to check in with officials to find out if we lucked out this time >> five days until voters hit

the polls. and today president obama will make up for lost time heading back out on the campaign trail. scheduled in wisconsin, nevada, colorado. the latest fox news polls shows the two candidates locked in a tie at 47% each. gop nominee mitt romney will be back in battleground virginia today. the former governor is scheduled to rally in virginia beach. it is a make up visit after he canceled three events sunday. mitt romney spent the day in florida concentrating on the victims of hurricane sandy. and more than 19 million people already have voted in the up coming election by mail or in person. no votes will be counted until november 6th. voting picked back up in maryland after a two day suspension. there was a big turn out in buoy. hours were extended through tomorrow again

because of sandy. >> some other top stories this morning, stanford county sheriffs stepped up the hunt for lawrence stewart. accused of trying to kill his ex girlfriend and police officers tuesday morning. no one was hurt. stewart may be driving a red hyundai accent or white nissan altima with pennsylvania plates. police released a sketch for the suspect wanted in a shooting that killed a woman and injured her firefighter husband. the man is believed to be in his early 20s. the shootings happened friday on a foot path. the firefighter and his wife were walking a dog and started firing the shots. so far investigators have not released a motive. >> getting to know tim cain.

disturbing discovery. metro bus drivers caught sleeping on camera. 67 metro bus drivers were filmed with their eyes closed nodding or sleeping between august of 2010 through february of this year.

from election day -- and for virginia's u.s. senate candidates, it's the final stretch. the latest poll show tim cain holding a lead up 50 to 46. that lead is smaller than it was weeks ago. we sat down with george allen to talk about cam ads to what's on his i pod. >> did you watch last week when we had george allen on? talked about a lot of different issues. and also talk about personal things as well. not too personal. but with five days to go now and it's been a year and a half at least. >> 19 months. >> 19 months. are you happy with where your campaign is right now? have you done everything you can do? >> we've run the race i wanted to run. this is my 8th race. you want to put

your own -- make sure people understand who you are and why you are running. talking about economic access. a congress that's so gridlock that people won't compromise. we've run that kind of race. >> the last two seem to deal with that theme working together. also talking about your record, your past if you will. your work overseas. seems that's very important . >> it is. i have -- i kind of got started in public service 30 years ago and that put me on a path of trying to serve others. whether it was a civil rights attorney, this is a path i've been on. and the last two ads i don't talk about my opponent. what i've done and what i hope to do.

that main theme of let's bring people together to find results, i did it as a nonpart son mayor and republican legislative leaders. >> at the level in the senate, do you think you would be able to work with a romney white house? >> i would be able to work with anyone who is president and i would consider any president my partner. i'm a supporter of president obama. but my first three years, president bush was president. we disagreed on a number of issues, i would never have defined myself as a destruction. we worked together on rail to dulles. when the president wanted governors to stand up and support his desire to get a line item veto in terms of the budget, i supported the president on that. i will always look to partner with the president. >> when governor allen came out of the gate with energy.

talked about producing our own energy and coal and how you were not a friend to the coal industry in virginia. what is your stand on renewable energy drilling off the coast? >> i did an energy plan when i was governor that called for drilling off the coast. that happened when i was governor. i permitted a work very hard to a state-of-the-art facility in southwest virginia that's just opened in the last month. george allen never did that. i did. and when he says i'm not a friend of paul, you can look at a $1.8 billion investment. that i had a lot to do with. so i understand that he's going to make those attacks. the difference is i support alternatives and he does not. he ridicules wind and solar and i say they are the energy

investments of the future. 66,000 virginia i can't know. we should be selling them rather than buying them. >> do you have a position on the limit to drilling say off the coast? it does seem like he's positioning himself as the pro energy candidate. >> well, he is but he was in the senate for 6 years with two republican houses. what happened in terms of energy off the coast? nothing. we put a plan in place when i was governor that called for energy first exploration off shore. i support a bill that is co sponsored by warner and web that would allow energy off ore shore. that's an important point. but i have a track record in this area as governor whether it's renewables or using all of our resources in

virginia. >> before the break, i want to talk about job creation and taxes. no matter who you talked to, these seem to be on the mind all across the country. what is the plan here? how folks are going to get back to work. >> short-term, invest in infrastructure. that's why i fought so hard for rail. light rail and other key passenger rail and freight rail projects. second, we got to win the brainpower race. my main belief is win the talent race, win the economic race. prek, k-12. and level the playing field for small businesses. so many small businesses, pay federal corporate income tax. we have to level the playing field. if you do those things, you grow the economy and figure out the right way to get our budget in balance. there's a right way to do it and a wrong way to do it.

we have different approaches. >> in the last 30 seconds and i will carry this over but the tax issue. that is the big elephant in the room. there's that ad out the $17,000. >> which everybody has debunked. let the bush tax cuts expire for people who make more than $500,000. if you let that tax cut expire over $500,000, you raise $500 billion over the next 10 years and that's the way we can avoid cuts. very simple plan. my opponent opposes it. that makes the deficit worse without helping the economy. >> you mentioned defense cuts. when we come back we'll talk about other issues. >> okay. >> we're going to take a quick break. we'll be right back with more. more. anncr: every president inherits challenges.

welcome back. we are again sitting down with former virginia governor tim kaine talking about some of the issues. five days to go. before i ask you about sequestration, no one would argue that to win this seat you have to win virginia and the hampton roads area. you are fighting for the whole state. what is the whole message for some of the virginiaians we

don't talk about? >> i served statewide. it's so diverse. i have friends that are high tech execs, farmers in south side. i live in richmond where i was mayor. it's an amazing state. in this race, what surprised me is wherever i go and throughout the race, same three issues. how we're going to grow the economy. and how can we find common ground. virginiaians understand if our ideas are perfect. but democrats won't vote for our idea. congress wants to get in the way of the president. it's really about putting people in congress. who have got an inclination that says they can listen and compromise, they can disagree but maintain a relationship so you agree on something else tomorrow. that's the issue that comes up again and again. >> with that said let's talk

about sequestration. the defense spending, some say it would be devastating if these cuts were put into place. >> it would be. >> your opponent was quoted you as saying this is the right thing to do. we heard make a deal to save the budget or default for the first time. george allen. bob mcdonald who was a veteran and i and erik and president obama and john and the u.s. chamber of commerce, default is not an option even if the deal is ugly. mcdonald was asked you were on tim kaine's side. the result would be an international fiscal collapse. i did support a deal rather than a default but don't support defense cuts. a very specific plan to avoid them. we can

avoid these cuts, let the bush tax cuts expire as they were intended to expire. fix medicare so we can negotiate over the price of prescription drugs and take away the tax subsidies. if you do those two things, now you don't need to find a trillion dollars of cuts. you need to find $235 billion of targeted savings over 10 years and everyone says we can do that. the secretary says we can find savings but don't give us a number that's too ugly or make us save on the wrong things rather than the right things. i put a specific plan on the table. each of these elements are compromises. now is the time for compromise and specifics. not just shaking your fist and saying these cuts will be bad. let's solve them. >> it's well documented that you and george allen are friends. >> it's a small club. the governors of virginia , there's

only 9 of us. and i know george and susan, his children and he knows ann and my kids. we are very different in our political philosophies. but personally we've gotten along fine. >> what do you like about him? >> one thing i like about george is a lot of people treat campaigning as if they are under going root canal. always out on the trail and out there enjoying making his case. as sincere as i am in mine. just are sharp differences in terms of the way we think the commonwealth should go. >> we talked about the lightning round. favorite movie? >> citizen cane or chinatown. >> old school. >> yeah. >> how about music? >> all right. it's been a pleasure talking to you. five days we'll be right here watching.

the focal point is the inter loop of the beltway over to 355. the accident sits in the far right lane. that's a check of your fox 5 on time traffic. >> thanks, julie. we are following sandy's aftermath up and down the east coast. the storm is blamed for more than 70 deaths and more than 6 million people are still living without power. but there are some small signs of progress in hard hit new york. today wall street, ark airports are open. and limited subway service began at 6:00 this morning. in the meantime, new york police officers are checking cars coming in to new york on the four bridges over the east river. this is the scene at the brooklyn bridge early this morning in an effort to cut down on gridlock. the mayor announced cars had to have three people in them in order to be let into the city. and we are learning about the deadly

impact sandy had when she dumped all that snow in west virginia. state officials say five people have died because of the blizzard that dropped more than 2 feet of snow. one of the people who died is republican candidate for the state house. he was killed in a traffic accident. meantime, closer to the metro area, a contractor killed when a tree fell on him while working on homeward road. in the meantime, two ambulance strike teams headed out to new jersey this morning to help out with the recovery efforts there. each team consists of five ambulances and a supervisor. they will assist in things like patient evacuations and 911 emergency responses. >> while our area braced for widespread damage and power outages from sandy, the storm left its mark farther north. pepco and other power companies

say they were well prepared for sandy. but did we just luck out this time around? joining us by phone is marcus. i have a new story here that says as of 9:15 last night pepco had restored power to all customers who lost service; is that right? >> that's correct. we want to stay humble. there's still damage to the north. but we were really fortunate. very prepared for this storm. we had a lot of lead time. that helped with our restoration effort. >> how many were without power this time around? >> this storm, we restored 130,000 outages. during a snapshot at the height of the storm we had 44,000 customers out. and that breaks down to

11,000 out in the district. 24,000 in montgomery county. that was our highest and 9,000 customers in prince georges county. >> i do know this storm was different and took that turn. so it didn't impact us as strongly as we thought it might. what do you attribute the fact you were able to restore service so quickly this time around? >> we're really in the third year of reliability plan. tree trimming and hardening of our system. we also drill for this. we do a lot of planning and just work when we don't have a storm so that we're ready to respond to events like this. just a lot of preparation. we were able to get a lot of materials in place. hold meetings. just to really get organized by this storm. nice to have those extra days to prepare and plan. certainly always on the look out

for an event. >> and you know, since you say that, i should note as you've mentioned you had several days to planned for this. the duracho, you did not. that was more of a freak event that happened suddenly. tell me, can we say that is maybe the new pepco? i know every storm is different but do you think we can expect more of this without unrealistically raising people's expectation snz. >> yeah. i think we are very committed to making sure our customers are happy and have their power restored. we want to restore our customers as quickly and safely as possible. events like this are tests of our planning, of our prophecies. so it's nice to see the changes and this work is making an impact. we have to keep our head down and keep working.

we're going to stay focused. we're going to continue to work our reliability enhancement plan and continue to drill. and continue to stay alert and prepared for the next event. >> mr. beal, we ask a lot of questions when things go wrong. we figured we should ask questions when things went right. we appreciate it. that's marcus, spokes person . right now the utility is reporting more than 19,000 outages. about 4,000 of those in montgomery, prince georges, calbert. joining us is pg and e vice president. how are you? >> good morning. >> the latest update from you. is my number right ? about 19,000 without power? >> yeah it is. 19,000 without power. we've restored more than 90% within roughly the first 24

to 36 hours. and we're going to keep at it. we've got a ton of crews in here. just to follow the lead of what you were saying before, we had the opportunity this time to bring in crews. we had asked for about 3,000 out of state lineman and tree contractors. we got close to 2,000. we actually have a couple flowing in but not too many. and we're making significant progress. i think the customers are seeing that. the differentiator here is to let the network in place work to the advantage of the restoration effort. >> i want to ask you if you all are able to estimate when power will be restored? and here's why i'm asking, i have a co worker without power. he thinks now maybe he has power. but he called yesterday and the person he talked to said we don't know.

>> yeah, i'm sure said a little differently. but we were still assessing the damage on our system yesterday. we did announce last night that we would have the vast majority of our customers restored by tomorrow night and isolated outages that extend into the weekend just because of the destructive nature of the storm. what's important to understand here is we're trying to be conscious of the customer's expectations. in a storm like this, for us to come out with information that may or may not be accurate and when i say that, it's not the desire to get accurate information. it's almost like a surgeon. you can go out, look at the patient and say it's going to take us about a day to restore all service. but when you get in to the operation of restoration and find things you couldn't see. whether it's equipment that doesn't have visible damage but yet is damaged, those one day

operations can turn in to two or three. unless we have absolute certainty or high confidence in individual outage jobs, we will not be providing that information to customers particularly since we know we're at this point where we're going to be wrapping this up for the vast majority of customers by tomorrow evening. >> very good. i think that's what people want to hear. they want to have some kind of estimate. there you go. vice president with b g and e. thank you for taking the time this morning. >> still ahead at 8:00, up in flames, a wholesale warehouse burns overnight. update on the investigation. first though, back on the campaign trail, president obama tries to make up for lost time and mitt romney heads back to battleground virginia. it is 8:12. we'll be right back .

last night. firefighters had to be evacuated from the building for unsafe conditions. they then had to fight the flames from outside the warehouse. >> top stories now at 8:20. police released this sketch of a suspect want understand a shooting that killed a woman and injured her firefighter husband. the man is believed to be in his early 20s about 6 feet tall with a slim build. the shootings happened friday on a foot path. the firefighter and his wife were walking a dog when the gunman walked by and started firing shots. staff order county sheriffs step up the hunt for lawrence stewart. he is accused of trying to kill his ex girlfriend and two police officers. no one was hurt. stewart may be driving a red hyundai accent with virginia plates or a white

atmosphere. >> thank you. >> a disturbing new study about cpr. dina with the fox federal team joins us live with some of the reasons why. good morning. this is going to be shocking to some people. it was to me. good morning. >> reporter: yeah. good morning. this is a study out in the new england journal of medicine that says if you collapse in a poor african american neighborhood, you're about half as likely to get cpr if you are to collapse in an affluant white neighborhood. it's not about race. it's really a question about know how and training. the expense of learning cpr is one of the discouraging factors and we talked to an expert that said cpr, everybody should be learning it because it is one of the simplest things you can do and save a life. you can almost increase

survival rate by twofold. it's very simple. it's cheap and easy. when you learn to tie your shoe laces, you should learn about compressions and cpr. >> and in fact, the american heart association is doing chest compression only cpr. not worried about the mouth to mouth any more. 100 beats per minute to the tune of staying alive. they've simplified the process. what this highlights is more people need to be trained. this needs to be not something for the affluant. your heart stops. most people will die if they don't get cpr. >> right. okay. we'll see how they try to get the word out. let's switch gears. thanksgiving and christmas weeks away. the season is here. talking about the holiday creep. what is that?

>> reporter: the holiday creep starts right here. they call them fun size candy bars but eat too many of these and you are no longer a fun size when it comes january. this does kick off really the season of eating. all this halloween candy and then into thanksgiving and the parties and by the end of it all, statistically we gain a pound or a little more. the problem is we never lose it. and it accumulates. talk to an expert that says you have to get rid of the halloween candy. do a buy back program. get a good deal of it out of the house. and the second thing they can do and this is old school. sounds simple. you write down everything you are eating. very good technique to keep track of your calories and helps you with your will power. helps you with temptation. when you know you have to write it down, you might
